On the morning of February 9th, the seventh session of the Seventh Shenzhen Municipal People's Congress opened at the Citizens' Center auditorium. Shenzhen Mayor Qin Weizhong delivered the government work report on behalf of the municipal government, officially marking Shenzhen's entry into the "Two Sessions Time". Wu Xian, a member of the Shenzhen Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC), Chairman of WOTE Advanced Materials Co., Ltd., and President of the Greater Bay Area Strategic Emerging Industries Association, attended the meeting. At this significant milestone when Shenzhen's total number of listed companies surpassed 600, Chairwoman Wu Xian stated that supporting listed companies' investments in Shenzhen is an urgent need to solidify the foundation of economic growth, a strategic pillar for strengthening core industrial advantages, and a crucial path to breaking development bottlenecks and unleashing the city's potential. She proposed:
First, upgrading the policy incentive system and reinforcing a local investment orientation by refining and enhancing support for listed companies' investments in Shenzhen based on existing policies. Optimize the reward rules for local reinvestment in refinancing, granting corresponding financial rewards for actual investments made by listed companies in the "20+8" industries when they use raised or self-owned funds for Shenzhen-based projects approved by exchanges. Additionally, provide loan interest subsidies for those applying for bank loans to invest in such projects.
Second, improving resource mechanisms to encourage listed company talent to take root in Shenzhen. Talent is the core competitiveness of enterprise competition—only by enabling talent to settle in Shenzhen can listed companies be better retained in the city. It is recommended to refine the current talent evaluation system, lift existing age restrictions for residency permits, and allow listed companies to independently recognize a certain number of outstanding technical and managerial talents annually, granting them streamlined residency procedures. Additionally, optimize supporting services such as children's education and healthcare to stabilize talent teams and sustain corporate investments.
Third, building industrial chain clusters to stimulate listed companies' deeper investment momentum in Shenzhen. Advantages such as cost, efficiency, and talent stability serve as effective short-to-medium-term incentives for corporate investments. However, the deeper driver for sustained investment lies in the long-term sense of belonging companies gain through industrial synergy and business growth. Shenzhen already boasts abundant upstream and downstream listed company resources in industries like low-altitude economy, robotics, new energy vehicles, and electronics and communications. It is recommended that relevant departments lead efforts to map out the industrial chains of listed companies, establish clusters, and facilitate high-efficiency interactions among local listed companies. This approach leverages future business development to activate deeper investment momentum in Shenzhen.
Meanwhile, Chairperson Wu Xian also noted the emergence of a large number of outstanding female entrepreneurs in Shenzhen. The enterprises they lead are of high quality and substantial scale, becoming a vibrant part of Shenzhen's economic landscape and showcasing the exceptional leadership and social responsibility of women in the new era. Data shows that women account for approximately 40% of Shenzhen's science and technology professionals, many of whom have risen as industry leaders in fields such as artificial intelligence and biomedicine.
In this regard, she proposed creating a globally benchmark-level women's science and technology innovation event, expanding the infinite boundaries of the "Women's Sci-Tech Innovation Salon" through digital means, and exploring new models for sustainable women's science and technology innovation funds. Among the suggestions is hosting the world's first International Women's Sci-Tech Innovation and Entrepreneurship Competition in Shenzhen, attracting female entrepreneurs from around the world to compete, thereby forming a sustainable source of high-quality projects for strategic emerging industries. This initiative would also draw international capital to invest in these projects in Shenzhen, further stimulating local women's enthusiasm for technological innovation and uncovering socially valuable technological solutions and female-led entrepreneurial projects.
